How much thrust is necessary?

I'm designing my own R/C biplane and I'm trying to select an engine. I know theres a lot more to thrust than the engine's horspower (like the propeller's efficiency), but I want to make sure the engine has enough power to work with.

I've heard that thrust to weight has to be a 1:1 ratio or higher. Is this true? Or is that only if I want super cool performance? My plane is very big (I think it's going to weigh around 250 pounds) so weight=thrust is a little intimidating.

How can I know how much horsepower the engine needs in order to meet a certain amount of thrust?
