Low speed needle in to far? Attach a piece of fuel line to the carb fuel inlet opening and try to blow thru the carb. Close the low speed needle first then turn to open the low speed needle until you can hear air going thru. That should get you to at least idle some until further tunig can be done.

What engine is it?
It definitely sounds like it's starved for fuel. It could be a whole host of problems.
Here are a couple of things to check.
Make sure the fuel line doesn't have any pin holes. One way to test this is to remove the fuel line and put your finger over one end and pull a suction with your mouth. If there is no pin hole the tubing will stick to your tongue like a suction cup. If there is a pin hole it won't. A little taste of glow fuel never hurt anyone!
Make sure your fuel lines and clunk are installed correctly like the picture below.
You also may have the high end needle too lean. You may have to turn it out a few turns. Perform the pinch test to make sure it is not to lean or too rich.

If not you it could be bad fuel, bad glow plug, or a zillion other things. But I'd suggest checking the air lines and high speed needle first.
