high speed needle does not change rpm

High speed needle does not change amount of fuel entering carb nor change rpm. At high throtle I get around 14,000 rpm. When I turn needle out to increase fuel flow rpm does not change.

Too lean on the LSN

G'day If the needle valve cannot make the engine run richer, then the low speed needle is probably tuned too lean. Try opening it half a turn. Then see if you can richen the needle valve now. If you still can't, go further on the LSN. I have bought a couple of second hand engines with exactly this problem.
